The Uraisk City Court of the Khanty-Mansiysk Autonomous Okrug-Ugra sentenced a Russian citizen who engaged in cyber fraud on the territory of the Republic of Belarus to two years in prison.

According to the Prosecutor General's Office of the Republic of Belarus, acting as part of a group of individuals, with the help of malware, citizen R. blocked the work of computers and mobile devices of his victims. On the screens of the blocked devices, a message was displayed allegedly from the Ministry of Internal Affairs that the victim had viewed and stored pornographic materials and now had to pay a "fine" by transferring money to the specified number.

After committing the crime, the cyber fraudster returned home to Russia, from where he was not subject to extradition on the grounds of citizenship. Although the Belarusian investigators had every reason and opportunity to send the competent authorities of the Russian Federation an international legal order to prosecute the attacker, this was never done. This fact was established in 2018 during a prosecutor's check.

"In this regard, the Prosecutor General's Office of the Republic of Belarus canceled the decision to suspend the preliminary investigation and sent a request to the leadership of the Investigative Committee of the Republic of Belarus to eliminate violations of the law. As a result, the materials of the criminal case, together with the order to carry out criminal prosecution, were transferred to the Russian side," the Prosecutor General's Office of the Republic of Belarus reports.

For crimes committed on the territory of the Republic of Belarus, citizen R. was convicted in Russia in 2020.
